On a tender missionAs an active and diverse organisation with over 3000 staff, The Salvation Army recognised the need to focus on a core element of their HR function - their payroll system. After identifying the need for a new HRMIS system to centralise and streamline their payroll, they realised they needed project management experts to lead them through the tendering process, so they enlisted BPX. The project involved compiling a complex RFP document requesting tenders for a new HRMIS, guiding the assessment of the submissions, and making recommendations on the preferred vendor. BPX took the lead right from the start – their step-by-step process plan for the project led The Salvation Army through the lengthy process. With a mixed bag of stakeholders to consider, from centre managers, payroll experts to financial systems managers, BPX ensured everyone was on the same page, and were agreed on the essential features required as well as preferred but less essential ‘bells and whistles’ of a new system. The result was a highly comprehensive RFP document outlining the business’ needs and requirements. Following BPX’s recommendation, the document went out as a ‘targeted tender’ to seven recommended vendors. Submissions were then assessed by the BPX and Salvation Army teams, and finally narrowed down from a short list of 3 to the organisations’ ideal HR/Payroll Systems vendor. The Salvation Army were so impressed with the process used and the results gained that they then engaged BPX to assist with the implementation of the HRMIS system.
